This paper asserts that the discipline of ministry is inherently hermeneutical. It suggests that the failure to exegete culture is as detrimental to ministerial effectiveness as the failure to exegete Scripture. Therefore, a solid theological paper in this field must demonstrate how the minister can navigate the "double hermeneutic"—interpreting the Word of God while simultaneously interpreting the world of the congregation.
